为了适应总公司现代企业管理体制,加强机械设备管理,规范设备管 理工作程序,提高机械设备的完好率和使用率,延长其使用寿命,并加强 设备维修的成本管理,降低设备维修成本,使设备管理始终处于有序可控 状态,确保施工生产安全、高效、顺利的进行,达到提高经济效益的目的, 特制定本办法。





1.土石方机械队机械设备在物资供应管理中心的指导和监督下对设备进行 日常管理。在各项目部的设备均依照本办法管理、使用、保养、维修设备。 2.设立专、 兼职机械设备管理员, 负责机械设备的日常管理工作, 做好检查、 维修、保养、记录工作,以及资料的统计和上报等工作。 3.土石方机械队所属的机械设备在调遣、租赁和维修(大修)时,要做好及 时上报和审批等工作。 4.对机械设备操作人员,实行择优上岗的内部竞争机制,同时配合集团公司 做好职工培训工作,以提高操作人员素质,达到“一专多能”的目的。设 备操作人员一定要爱护设备,严格执行上级的有关设备管理规定。 第一章 机械设备的使用

1.机械操作人员经考试合格取得机械操作证后方能进行操作, 严禁无证者操 作机械。机械操作人员在操作设备时应严格按照安全操作规程正确使用机 械设备。在施工现场必须听从机械管理员和施工负责人的指挥,正确操作、 合理使用,保证施工作业质量及安全,并与施工密切配合。 2.要合理使用设备,保证人身及机械安全,不准超速、超负荷使用。要加强 责任心,坚守工作岗位,不得擅自离岗。使用机械必须实行“两定、三包” 制度(定人、定设备、包使用、包保管、包养修) 。机械操作人员做到“三

懂” (懂构造、懂原理、懂性能) “四会” (会使用、会保养、会检查、会排 除故障) “三好” (管理好、使用好、养修好)及润滑“五定” (定人、定点、 定时、定质、定量) 。 3.机械使用燃料、润滑油、液压油等必须符合规定,不得低标准使用。严禁 使用存在安全隐患的机械设备从事施工作业。操作人员必须认真填写“运 转记录”及“维修保养记录” 4.因施工需要须调动机械设备时,应及时上报物资设备管理中心,经获批准 后,再合理调配机械。 5.机械设备的租赁必须通过物资设备管理中心批准, 租赁双方签定租赁合同 后,方可进行租赁。在租赁时,要做好设备的出租(退租)验收交接工作, 认真填写验收交接单,并做好现场服务。

第二章、

机械的保养

1. 机械设备运转到保养周期时,实行强制保养。 2. 保养完成后,司机要认真填写“维修保养记录” 。 3. 机械管理员,每周抽半天时间负责对机械进行强制性一保,有司机完成, 并做好记录。 4. 各种机械每班必须进行三检制(班前、班中、班后检查)和例行保养, 保养时间已计入台班作业法定间隔时间内,不再编制计划,保养情况记 入“维修保养记录”设备管理人员要加强监督和指导。 5. 保养的种类分为例行保养,停放保养,走合期保养及一级保养主要由操 作者完成。 6. 二、三级保养,换季保养,工地转移前保养由操作者和修理工完成。保 养项目参照设备安全操作规程。

机械设备的维修

机械修理分小修、项修和大修,部分设备可安排中修。是指对设备进 行全面检查、清洗及调整,修复或更换磨损不能维持使用到下次维修的零 部件,效能要满足生产工艺要求,一般为零星修理,通常无预定修理计划, 依据机况检测的及临时发生的故障,确定其一部分进行更换或修理,也可 定期保养进行,小修可由操作者和修理工在工地完成;项修是根据设备的 结构和使用特点及存在的问题,对其中丧失精度,达不到工艺要求的某些 项目进行针对性维修,修复项目要满足或高于生产工艺要求。项修可在工 地或修理车间进行;中修是指对设备部分或全面解体检查,除完成小修各 工作外,应恢复主要几何精度和能力,修复或更换磨损超限部件,保证使 用到下一次中修或大修。中修主要是在修理车间进行;大修是指对设备进 行全面解体检查,修复或更换全部磨损超限的零部件。全面恢复设备性能, 主要几何精度和能力达到出厂标准或合同要求,保证使用到下一次大修。 大修主要在修理车间或委外维修进行;大修由机械队根据机械运转情况现 状及有关规定申报集团公司大修申请计划,根据集团公司大修计划送修或 自修,另外大修设备要签订修理合同,维修要填写好维修记录。 1.由工地返回公司的机械设备需要修理时, 应由操作者向设备管理员报修项 目,设备管理人员和维修人员鉴定修理项目,并下达检修单和派工单,并 组织修理,备料必须填写备料单。大修项目报集团公司审批。 2.修理人员必须保证修理质量,在配件不缺的情况下,按期完成修理任务。 如缺配件时可顺延修理工期。 3.因修理责任质量问题,造成机械故障或事故,维修人员要赔偿经济损失, 造成事故的按事故处理。 4.未经机械管理人员或修理人员同意,任何人不得乱拆设备及其附件,经同

1.机械设备实行月检制,检查时间不定,检查内容包括车况、车貌、保养情 况、各种记录填写情况、工具和安全操作规程保管情况等。 2.检查人员:工地负责人和机械管理员、维修人员和设备操作者代表等。 3 检查结果划分为优(91~100 分) 、良(81~90 分) 、中(60~80 分) 、差(60 分以下) 。

资料的统计上报

工地的兼职设备管理人员每月 28 号 18 点前把本项目部所有设备月运 转情况表上报公司设备管理员(汽车:使用天数,月运转公里数,累计公 里数。土方:使用天数,月运转小时数,累计小时数;更换油、滤芯、液 体、主要零配件等记录)上报数据要真实。
